The government was accused of interfering with the justice system by using its influence to withdraw a prosecution against a left wing journalist, JR Campbell, who had been charged with promoting mutiny, urging troops to disobey orders if they were ever told to fire on striking workers. Asquith suggested that Macdonald should hold a committee of requiry which would have bought him a few months. However Macdonald denied this and set up a matter of inquiry of confidence in the government and promised to resign if the HoC voted for the inquiry, which they did. This caused the end of the First Labour Government.
