Neville Chamberlain, The Minister of Health, made this act to turn housing subsidies into a central government grant which should be paid annually at the price of £6 to local authorities over a 20 year period. Private builders were given subsidies to build houses. This helped people who could afford to buy their own homes. By 1929 438,000 houses had been built. The poor were not affected.
