The major undertaking of the National Assembly was the Constitution of 1791. To replace the provincial units that had existed under the Old regime, France was divided into eighty-three departments. The constitution established an independent, elected judiciary. The minister were then responsible only to the king, and although the king received the power of veto, it was suspensive that could block legislation. The Constitution came to a stop after only a year due to full democracy.
