The Ivory Plague strikes Shou Lung, killing the first Emperor Chin of the Hai Dynasty and his household. Only the emperor's sister and his grandson survive. The emperor's sister disguises herself as her brother and rules in his place, assisted by the bureaucracy and good spirits, until the grandson comes of age. She later reveals her true identity and escapes the city, and is not seen again. Her reign was later recognized as the second Emperor Chin of the Hai Dynasty, and her grandnephew as the third Emperor Chin. This begins the custom of allowing female regents, though still referred to as 'Emperor'.

She masquerades as the emperor, aided in this ruse by the bureaucracy and various good spirits until the grandson is old enough rule. The emperor's sister then reveals her true identity and flees the city, never to be seen again. Her rule now recognized as that of the second Emperor Chin, and her grand nephew, the third Emperor Chin of the Hai dynasty. From this time on, if no male heirs are of age, it is custom for an able female heir to rule until a male heir comes of age. The ruler is referred to as emperor, regardless of sex.
