His plan prioritizes females who exhibit abilities over all, as the data suggested they had the greatest potential for producing viable offspring. He identifies each male by a letter and each female by number, and tracks their bloodlines with pairs, so as to ensure no cross contamination.

Within the 50 Lebensborn, he identifies 14 children - 7 boys and 7 girls - with the highest potential. He breeds this "Inner Circle" together.
