While the Avengers are distracted by Jennifer Walter's rampage in Idaho, Hydra releases all of the Gamma experiments into New York, Washington, Los Angeles, Chicago, Houston, and Philadelphia on the eve of the election, causing mass destruction and panic. Across the country, Emil Blonksy, Benjamin Tibbets, Delilah Dearborn, Jamie Carlson, Nichole Martin, Rana Philips, Jess Harrison, Flint Marko, Morris Bench, Mark Raxton, Carl Creel, Maxwell Dillion, Pierre Fresson, and Paul Duval all terrorize and tear apart major cities. Stretched thin, the Avengers are overwhelmed. Eventually, they are subdued by the coordinated efforts of every hero group in the country.

Bruce Banner, horrified at what his blood resulted in, determines that he is too dangerous to remain on Earth. He arranges with allies to be sent into space.
