The Kree arrive on Skrullos. They meet the Skrulls, whose ability to change shape disgusts their notions of purity. The Kree destroy the planet, but thousands of Skrulls manage to escape before they are annihilated. The Kree become paranoid that Skrulls could be anywhere, leading to the foundation of the Kree Judiciary, the Accusers, who are tasked with discovering Skrull infiltrators.
