The vice president takes over when the president steps down/ is impeached/ or is assassinated

Cause: Was never really clear in the Constitution that the VP would take over for the president (JFK assassination, FDR death)

Effect: Clarified that a successor to the presidency was designated as a president of the US and included rules for filling the office of VP
