The first election of the Weimar period brought big changes to the electoral system. Proportional representation was brought in as well as women's suffrage and the voting age was lowered from 25 to 20.
The SPD won with 38% of the vote and came out the largest party and so Ebert became President - appointing Scheidemann in the office that was to become Chancellor to form a government of the Weimar coalition (the SPD Centre Party and DDP)
This formed the National assembly which met in Weimar to avoid the violence in Berlin in February
