Tells Reichstag Germany and Her Allies Are Unconquerable.
BERLIN, Dec. 12, (by Wireless to Sayville.) — Proposals by Germany and her allies to the Entente Powers to enter into peace negotiations were announced in the Reichstag today by Chancellor von Bethmann Hollweg in the course of a speech, during which he read an identical note submitted through the United States, Spain, and Switzerland.
To the Neutral Powers.
BERLIN, Dec. 12. — Following is the text of the note addressed by Germany and her allies to the neutral powers for transmission to the Entente Allies:

BERLIN, Dec. 12 — The Chancellor's Reichstag speech and the peace note are certain to absorb public interest in Germany for several days to the exclusion of everything else. Nothing, however, will be looked for with more eagerness than the reception of the note by Germany's enemies and the impression it will create in America.
