Also called Indian Statutory Commission
- Came to study the possibility of further constitutional advancement post-GOI Act 1919
- boycotted by Indians since all 7 members were white with no Indian involved
- Responses of various groups and Ambedkar memorandum
- The coming of the Simon Commission led to wide protest by Congress, Hindu Mahasabha, and Muslim League opposed Simon's commission
- Muslim league faction led by Muhammad Shafi, Unionist Party, Justice Party, and BR Amberkar supported the government
Report recommendation
- abolition of dyarchy i.e rejection of dyarchy
- representative government in the provinces with autonomy
- discretionary powers to the governor wrt to internal security and administrative powers to protect different communities
- rejected parliamentary responsibility
- separate communal electorates to be retained and extended but only until tensions between Hindus and Muslims are not settled
- the idea of federalism but not shortly --> Consultative Council of Greater India
- NWFP and Baluchistan should have their legislature
- Sindh separated from Bombay and Burma from India
- The Indian army should be Indianised though British forces must be retained
