- Also called Surat split
- Moderates and Extremist split
- Moderates wanted to restrict the Swadeshi movement in Bengal only while Extremist wanted to take the movement to all parts of the country

- Extremists wanted the session to be held in Nagpur with Tilak or Lajpat Rai as President where as Moderate wanted to host session in Surat so that Tilak can be skipped as President(since leader from the host province can't become President)
