The European Council is responsible for defining the EU's overall political direction and priorities

In the European Council treaties such as the Schengen agreement, Lisbon Treaty, Treaty of Nice, Maastricht Treaty and more have all been first discussed. The Council outlines particular actions to take or goals to reach, and thus sets the EU's policy Agenda.

They discuss issues ranging from agriculture, climate change, foreign relations, economy, etc...
They set out the priorities and targets to reach for the other institutions to tackle

It is not like the Commission or the Parliament, as it does not have the power to adopt new EU policies or laws. It's role is to set the agenda by discussing the direction it wants to go during European Council Meetings which identify areas of concern inside the EU

The members of the European Council are the heads of state or government of the 27 EU member states, the European Council President (Charles Michel) and the President of the European Commission (Ursula von der Leyen)

The High Representative of the Union for Foreign Affairs and Security Policy also takes part in European Council meetings when foreign affairs issues are discussed.

Decisions are made in meetings usually by consensus. Sometimes it also uses qualified majority in certain cases.
