Clan Hesa sides with the "korudo" because they hated the lao-min but were forced to do business with them. They were grateful and they ask Rouge to help end hostilities in the Pearl sea war.
Rouge also makes interplanetary alliances with the Azakrahs to provide weapons and ships in exchange for a trade route that the current govt has taken control of.

The Skolgor's heard of Azakrah's involvement and decided to back the Shao-shi. The shao-shi helped them by snffing out Azakrah spies, sabaotage, and assassination of low profile Azakrahs. The Skolgorians and the Azakrahs have been in a cold war for nearly for a millineum. Their last conflict ended brutally and both sides don't want open war but neither wish to see the other stronger. The roots of their conflict date back to the age of the armada where the Azakrahs supported the armada and the Skolgorians supported the angels (the skolgorians were treated like slaves and were seen as lesser beings)
