Takahashi happened to be seated quite by chance at a dinner next to Jacob H. Schiff, senior partner in the American banking firm of Kuhn, Loeb & Co., who was on his way back to the United States from a trip to th European continent.6 Schiff had, since the Kishinev massacre of 1903, devoted more and more attention to the oppression of Jews in Russia. In letters and cables to Washington he had called upon the Roosevelt administration to intervene in behalf of the Russian Jews. In April, 1904, only a few weeks before he met Takahashi, Schiff wrote Lord Rothschild that the only hope for Russian Jews seemed to lay in the possibility that the Russo-Japanese War would lead to an upheaval in Russia and the triumph of constitutional government there. Schiff asked that Rothschild and other Jewish bankers in Europe actively attempt to block Russia from obtaining war loans. Now, only a few weeks later he found himself with the opportunity to aid Japan against Russia.7 In a few days the details were worked out.
The £10,000,000 loan would be floated, with half underwritten in the United States by a syndicate headed by SchifFs Kuhn, Loeb &
Co.
