Andrew Johnson announced that "by the virtue of the power and authority" vested in him "by the Constitution and laws of the United States," he dismissed Secretary of War Edwin M. Stanton and replaced him with Adjutant General Lorenzo Thomas ad interim. Shortly after, Senate passed a resolution denying the President's right to dismiss the Secretary. Also, John Covode of Pennsylvania introduced a resolution impeaching the President of high crimes and misdemeanors.
