Illinois senator Lyman Trumbull introduced a bill to extend the provisions of the Freedmen’s Bureau Act by removing an expiration date and encompassing freedmen and refugees everywhere in the United States, not just in the ex-Confederate states. However, at first it was vetoed by Andrew Johnson. A more moderate bill was proposed, but was again vetoed. But this time, both the House and the Senate got the two-thirds vote to override the veto. It therefore became law on July 16, 1866.
