In November of 1917 Russia approached Germany and Austria after attempting to pressure Britain and the Allies into a peace treaty. After no response from the Allies they threatened to create their own peace with Germany and did such. Russia had almost 15 million soldiers in their army at the time, including the roughly 2 million dead.
