The OGPU arrests a group of engineers in Shakhty and accuses them of conspiring with coal miners to ruin the economy. The real reason that they were arrested is that they were "old specialists", people who were old and not involved with communism politically. Stalin wanted to replace them with younger people with more appropriate views. He constantly made speeches to get the public on his side against them, commonly citing their high wages. This was the first of many operations against "class enemies" which continued on into the 1930s.
