The Ostend Manifesto was a debacle and which the United States, specifically President Polk, attempted to buy Cuba from Spain for $100million. This would fail President Polk size he still a bike you get from Spain and did not give up. He would send diplomats to Belgium to secretly buy Cuba from Spain but again his plan was foiled after the plan was leaked to the media. Something similar would occur once again in 1897 when President McKinley would again attempt to purchase Cuba.
