By 1750, the colonies all had the same form of government which was a representative from every state that voted either to adopt or reject the governor’s proposed laws. There were eight royal colonies whose governors were chosen by the king, three proprietary colonies whose governor was appointed by the proprietors, and 2 colonies whose governors were appointed by the people. Every colony had two houses. The lower house was appointed by eligible voters and voted on new taxes. The upper house consisted of a council appointed by the king, both the upper and the lower houses were elective bodies. Democracy in the colonies was very limited and did not effectively use it to its full extent. Many people were not allowed to vote such as white women, poor white men, slaves, and free blacks. Voters in all colonies were required to own at least a small amount of property.
