In New England, a problem began to arise with the Puritans in this area. The qualifications to become part of the church was to have a large religious experience which was known as a conversion. The problem with this was that people in New England were not having these conversions as often, so a new rule was set up. You could still be a member of the congregation without having a conversion to increase the amount of members. This idea caused a great deal of controversy between members in the congregation, but it was the only way to continue to have people joining. This weakened the Puritan church’s strictness towards new members and Halfway Covenants became more and more common.
