Wilson's Democratic and peaceful policies did not apply to Mexico and Latin American countries, using military action to attempt to fix financial and political issues. When civil war broke out in Mexico, Wilson called for an arms embargo against the Mexican Government and sent fleets to Tampico, where Sailors were arrested by authorities. When the military dictator refused to apologize, Wilson had the US Navy occupy Veracruz, almost causing War. A new democratic government in Mexico was challenged by Pancho Villa Rebels who hoped to destabilize the government, leading raids across the United States Southern border to Mexico. Wilson used an expeditionary Force to chase Villa into Mexico, leading to further tensions with Mexico since the US was not respecting boundaries.
