On September 22 1938, The German Führer Adolf Hitler invited the leaders of Italy and Hungary to the German capital, Berlin to sign a treaty for a political and military alliance.
At first, the alliance was meant to be signed only between Italy and Germany but Hitler, paranoid about fighting on three fronts, chose to invite Hungary to come to Berlin for a proposal.
Even though the Kingdom of Hungary has been getting friendly with Germany and Italy, and the Pact is meant to help each other economically too, Horthy still thinks that this is not enough to help undo the efforting terms from the Treaty of Trianon which still haunts the Hungarian populace and their politics to this day.
So Hitler made an offer that Horthy wouldn't refuse.
That offer, just like the Treaty of Versailles [1919], was to break the treaty's terms.
Hitler promised the Kingdom to return lost territories but in exchange, Hungary should take on a more National Socialist approach to politics like the late prime minister Gyula Gömbös intended.
With such promises for the opportunity for irredentism for a Greater Hungary from Hitler, Horthy believes that this is not enough.
So Hitler also added to the offer that Germany will help out with Hungary's industrial and economic issues but only till Hungary can maintain itself properly before or after the next European war.
This made Horthy even more interested because if he signs this pact, it will enormously benefit Hungary with everything that his people have hoped to take back after 19 years of internal struggle that they have suffered through.
So it will be settled, Horthy will accept these offers and sign the Pact of Steel.
This helps Germany a lot because, with Hungarian aid in the east, the Wehrmacht and Hitler no longer fear for a three-front war.
Along with this, in the same year, Hungary openly refused to accept the military restrictions from the Treaty of Trianon.
