During Madison's presidency, the Napoleonic war was still ongoing and both Britain and France were pushing the U.S. to abandon its foreign policy of neutrality. American ships were still being seized by both countries and Congress passed this Act which allowed the U.S. to trade with every country except Britain and France. The U.S. was trying to continue its foreign policy of neutrality.
