The spoils system was made by Andrew Jackson believing that all government workers should be loyal to the party in office and only appointed those who actively campaigned for the democratic party (Jacksons political party). Jackson also believed in rotation of office meaning by limiting people's terms to one year he could appoint some other deserving democrat. Jackson said, “No man has any more intrinsic claim to hold other than office.” These beliefs helped build a strong two-party system and the ideology anyone can make it.
