After the Starobelsky Soviet-Makhnovist agreement of September
1920, Makhno's staff sent an order to all Makhnovist units in
Ukraine to cease military activity against RKKA and assemble at
army headquarters. This order produced a split in the ranks of the
Makhnovshchina. Many local detachments refused to carry out this
order and continued their struggle with the Bolsheviks.
