In 1905 Indian Territory delegates create a progressive constitution and petitioned to become the state of Sequoyah. They were denied by the at the time Republican government because if they didn’t want a majority democratic territory to become a state. Instead, the U.S. government passed the Oklahoma Enabling Act of 1906 which said that the Twin Territories would have to join together to become a state.
