Korean vice-president of AIIB takes leave amid scandal

Hong Kyttack, Korean vice-president of the Asian Infrastructure Investment Bank (AIIB), is reportedly taking a six month leave of absence from the Beijing-based bank amid a scandal related to his previous post in the Korean Development Bank (KDB).

Hong has replied to the allegations by saying that important decisions concerning big companies like DSME came from high above him.

Hong’s leave of absence comes just four months after he joined the newly-established bank as one of its five vice-presidents and chief risk officer.

South Korea joined the AIIB as one of its 57 founding members, brushing away Washington’s initial warnings and opposition to the Chinese-led institution which it saw as potential rival to the Japanese-led Asian Development Bank and the Washington-based World Bank.

For the South Korean government, it’s a situation where leaving the vice president’s status uncertain with a fumbled response to pressure for him to resign could come across as kowtowing to China, while feigning ignorance and giving an incorrect response before the National Assembly raises questions over whether it felt compelled to hide something. South Korea is a major member of the AIIB with a contribution totaling some 4.4 trillion won (US$3.8 billion) - a fact that served as the basis for Hong taking on the key post of Chief Risk Officer (CRO). Following his leave application, it now appears uncertain whether South Korea will be able to hold on to the vice presidency, a position coveted by Russia and other countries.

China-led AIIB loses vice-president Kyttack Hong

The Beijing-based Asia Infrastructure Investment Bank announced in June that Kyttack Hong, chief risk officer, would take a temporary leave of absence.

Mr Hong, former chairman and chief executive of Korea Development Bank, returned home amid criticism of his record at KDB. Korean auditors have said that Mr Hong failed to adequately supervise KDB-controlled Daewoo Shipbuilding & Marine Engineering, which is under investigation for alleged accounting fraud.

On Thursday, however, AIIB president Jin Liqun confirmed that Mr Hong would not be returning to Beijing and said that the search for a replacement was under way.

“[Mr Hong] understands that the job will not be left vacant for him,” said Mr Jin, who has promised that his bank will be “lean, clean and green”.

“Whatever happened in his own country had nothing to do with [AIIB] here,” Mr Jin added.

Mr Hong could not be reached immediately for comment.
