The Manifesto addressed the unrest in Russia and pledged to grant civil liberties to the people: including personal immunity, freedom of speech, freedom of assembly, and freedom of association, freedom of religion. Although religions were granted freedom, the Russian Orthodox Church remained under state control. Since that time, the preparation of the Local Council for the selection of a new Patriarch of All Russia has begun.

Манифест обращался к волнениям в России и обещал предоставить народу гражданские свободы: неприкосновенность личности, свободу слова, свободу собраний, свободу объединений, свободу вероисповедания. Хотя религиям была предоставлена свобода, Российская Православная церковь оставалась под контролем государства. С этого времени началась подготовка Поместного собора для избрания нового Патриарха Всея России.
