A number of tertiary students' unions in Hong Kong launched the "non-cooperation movement" and surrounded the Hong Kong government's Headquarters. A large number of protesters took over Harcourt Road and later surrounded the police headquarters, demanding a dialogue with the Commissioner of Police Stephen Lo. Some of the protesters occupied the lobby of the Revenue Tower, the lobby of the Immigration Headquarters and the Queensway Government Offices
