The king of Italy made him Prime Minister, because the king didn't want to lose his throne and he wanted to prevent a civil war in which a lot of blood would be shed. When Mussolini became Prime Minister he could finally force his IDEOLOGY to the people in Italy which is also called INDOCTRINATION.
