The Security Bureau of Hong Kong issued a paper to the Legislative Council entitled "Cooperation between Hong Kong and Other Places on Mutual Legal Assistance in Criminal Matters", proposing amendments to the "Mutual Legal Assistance in Criminal Matters Ordinance" and the "Fugitive Offenders Ordinance",citing Chan's case as an example.
