The 1988 amendment to the BEA of 1968 made a few specific changes, such as more freedom to local districts regarding programs for English Language Learners. This amendment also encouraged more professional development for staff members working with EL students. Most notably, this amendment placed a three year “cap” on bilingual and/or SAIP educational programs, with the possibility of a one-to-two year extension in special circumstances. Most of the funding from this amendment was still directed toward programs within districts that support students linguistically in both their L1 and L2.
