the Republicans struck a secret deal (Compromise of 1877) with Southern Democrats in Congress, who agreed not to dispute the Hayes victory in exchange for a promise to end Reconstruction and withdraw federal troops from the South. Hayes made good on the deal. The deal was informal and unwritten. It resulted in the United States federal government pulling the last troops out of the South, and formally ended the Reconstruction Era. This compromise included promises by republicans to 1) Remove military from South, 2) Appoint Democrat to cabinet (David Key postmaster general), 3) Federal money for railroad construction and levees on Mississippi river. However, it was a failure because Southern Democrats’ promises to protect civil and political rights of blacks were not kept, and the end of federal interference in southern affairs led to widespread disenfranchisement of blacks voters. From the late 1870s onward, southern legislatures passed a series of laws requiring the separation of whites from “persons of color” on public transportation, in schools, parks, restaurants, theaters and other locations. Known as the “Jim Crow laws” (after a popular minstrel act developed in the antebellum years), these segregationist statutes governed life in the South through the middle of the next century, ending only after the hard-won successes of the civil rights movement in the 1960s.
