- Parental Choice encouraged parents to choose their child's secondary school yet critics argued it reproduced class division as m/c had economic and cultural capital to play the system to their advantages
- National Testing was introduced to raise attainment at ages 7, 11, 14, 16
- Local Management of Schools meant each school had more power over the use of it's budget.
- Exam League Tables Published and OFSTED reports led to higher emphasis on competition
