A. Philip Randolph proposed a march on Washington to protest racial discrimination in war industries, an end to segregation, access to defence employment, the proposal of an anti-lynching law and of the desegregation of the American Armed forces. He threatened to have 50,000 blacks march on the city; it was cancelled after President Franklin D. Roosevelt issued the Fair Employment Act.

This was the first time an African American had managed to influence policy substantially. He later went on to put pressure on Truman to end segregation in the armed forced in 1948 in the Vietnam war.
