Harriet Tubman started her missions on saving slaves from the plantation system. I believe the appropriate time for her to quote this statement was said around the time she was daring to save as many family members and slaves as she could without any of her "passengers" to turn back. She'd rather have liberty or death than to turn back and be a slave once again.
