The 2011 Briefing for the Minister of Housing produced by the Department of Building and Housing calculated that 20,000 to 23,000 new houses would be needed nationally over the next five years, and noted that over the previous three years only 15,000 houses had been built.33 A building programme has begun in Auckland, but there is still a substantial shortfall of new dwellings, particularly affordable housing.
