Added to an army appropriations bill in 1901, it restricted Cuba's independence. They could not sign a treaty with a third power, they had to keep its debt within government's power to pay it with ordinary revenues, acknowledge U.S.´s right to intervene in Cuba to preserve its independence and a government of life, property, and individual liberty. Also, Cuba had to sell or lease property to U.S. to be used to coal or naval stations
