During the Constitutional Convention of 1787, the South argued that slaves should be counted as people to gain more representation in Congress, but the North thought this was illogical because enslaved people don’t actually have a voice. A compromise was reached to make slaves ⅗ of a person, that way the South wouldn’t gain too much representation.
