Victorian England saw a swift rise in population, which led to overpopulation and lack of work, especially in the London area. Children were expected to help towards the family budget, and they often worked long hours in dangerous jobs and in difficult situations for a very little wage, such as chimney sweeps and coal miners. Poor sanitary conditions and poor housing led children to become homeless; this issue continued on for decades, as, "in 1848 Lord Ashley referred to more than thirty thousand 'naked, filthy, roaming lawless and deserted children, in and around the metropolis'" (Daniels).
