The first law passed about who can be granted citizenship -- allows any free white person of "good character" living in the US for 2+ years to apply for citizenship
Reasoning
This is one of the first, if not the first, law about how an immigrant can become a citizen of the US. It also establishes the possibility for all whites to become US citizens, likely beginning the idea of universal white male suffrage which led to other forms of suffrage
