 This amendment to the 1910 Federal Corrupt Practices Act was sparked by the Teapot Dome scandal of the 1920s. It required quarterly financial disclosure reports from all entities that made political contributions to any elected official. Any contribution over $100 had to be reported. 
However, it was very ineffective. Enforcement was left up to Congress and no penalties were set for failing to comply. Donors simply made multiple donations, from multiple organisations, all under $100, evading the limits. Lyndon Johnson later called it "more loophole than law."
