Descrizione:

- Document written wanting U.S to purchase Cuba
- goal was to expand U.S borders
-South had an interest in Cuba for economic gains ( possible slave country)

CAUSE THE CIVIL WAR:
- South agreed with Manifesto, believing it would tip off the senate favoring them more (Trying to keep the balance of states for representation and senate was hard)
-president pierce supported expansion leanding to seperation between north and south expanded
