This policy was support given to the South Vietnamese troops as American troops were being withdrawn. The Americans wanted to hand responsibility of the war to the Vietnamese people. However, many of them weren't able to fight the Vietcong or supported them.
REASONS THE US WITHDREW FROM VIETNAM:
-Protests at home -> the press was beginning to reveal the horrendous situation in Vietnam. There was now a credibility gap between the government and its people, the citizens had lost trust. LBJ said "I've lost Cronkite (a trusted journalist who was saying that the war was impossible to win), I've lost Middle [class] America". Many people saw the war as morally wrong and wanted its end. They could not trust that the government had what it would take to win it.
-The cost -> $20 billion was being spent on the war a year meaning that spending LBJ's "great reform" programme (social reforms) was cut.
- 50 000 troops were killed in the war and people saw this as a complete waste of lives.
