The Townshend Acts imposed levies on goods imported to American colonies as an attempt by the British government to raise revenue through taxes on external trade. It resulted in boycotts, petitions, and newspaper attacks. Americans wrote letters of protest to the government, non-importation agreements, and the Massachusetts Circular Letter, which all called for the colonies to unite against the unfair and resented acts. Americans believed that the indirect taxes that they had accepted earlier to control trade were now being used to collect revenue, another form of taxation without representation.
