The Sugar Act was meant to replace and modify an already existing act, The Molasses Act of 1733, which taxed sugar, molasses, and rum imports from out of the British empire. This resulted in the taxed goods being smuggled into the colonies. In response, the new Sugar Act lowered the duty on molasses, but taxed coffee, wine, and other luxury goods heavily, and also increased taxes on rum distilled from the French Carribean. The Sugar Act also intended to improve the honesty and efficiency of the customs service. One way this was done was by establishing a new vice-admiralty court with jurisdiction over customs cases, which meant there was no jury. The colonies resented this act because of new heavy taxes and the transfer of jurisdiction from local common-law courts to the Admiralty court. A significant way the colonies denounced this was by the idea of no taxation without representation.
