A Commission of Inquiry was appointed to inquire into and report upon the facilities and resources required to be provided by Government departments and agencies for the proper housing of the people of New Zealand, the adequacy of present housing legislation, the necessity to expand and amend housing legislation and other relevant matters.
The Commission was instructed to take into account the following factors:
• the preservation of social and cultural life;
• demographic trends;
• investment resources;
• demand for land and houses;
• supply of land and houses;
• standards and costs;
• social considerations; and
• the respective roles of the private sector, local government and central government.
