It divided the population into two groups infants and toddlers (birth to 3, Part H) and preschoolers (3 to 6, Part B). The section named Preschool Grants could be used by the states to plan, develop, or implement a comprehensive interagency system of services for infants and toddlers with developmental disabilities.
